Guarantee? Think Again

Russian authorities, citing lack of payment from Iran, have delayed shipments of fuel to start their first nuclear power plant. Today Iran lashed out at Russia for causing an embarrassing delay.
"This (Russian decision) shows that there is no such thing as a guarantee to deliver nuclear fuel," [Chief nuclear negotiator Ali] Larijani said.
So, next time someone gives you a "guarantee to deliver nuclear fuel", beware! It probably won't work.


UPDATE - In a probably completely unrelated story, Iran may discuss suspension of enrichment.

So let's get this straight...
The Russians sold, and promised to deliver, nuclear fuel to Iran.

Iran didn't pay.

Russia cancelled the delivery.

Why are the Iranians complaining again?
